Highway 67 Construction Projects Near Completion
Village of Fontana Director of Public Works Craig Workman provided the following update on the remaining Highway 67 projects.
The landscaping and irrigation installation has been completed, and the plants are growing and the landscaping system is operating properly.
The Village is working with UniLock to find a solution to the potholes that developed in the brick crosswalk areas on Highway 67. The company is experimenting with a different joint compound coupled with a surface sealer, as opposed to the option of replacing the bedding material.
The bricks in the crosswalk at the southeast corner of Second Avenue were restored using this solution 10 days ago and they are still holding up. If the bricks in the crosswalk are still holding up by next week, the rest of the crosswalks will receive the same treatment.
The parking lot at Village Hall has been paved, and the associated landscaping project at the entrance to the Fontana Public Library is underway. Scratch-coating on the parking lot retaining wall is scheduled to be completed next week.
The site of the future Porter Court Plaza has been surcharged and should be ready for construction in late August.

Work on the surface layer of asphalt commenced Tuesday morning, May 22, 2007 in the Village Hall parking lot.

Landscaping plan work was scheduled to be complete by Friday, May 18, 2007. The crew is pictured laying sod in the median south of Fontana Boulevard.

Highway Open for Through-Traffic
The Wisconsin DOT authorized a two-week contract extension on the Highway 67 construction project and Mann Brothers completed the project and had the road open for through-traffic on November 17, 2006.
Director of Public Works Craig Workman was informed that the extension was granted because of several project delays including some rebar confusion during the installation of the “Geofoam,” additional storm sewer work, and various lighting issues.
Although the road was open to through-traffic in early Novem ber, there still was additional work to be completed under traffic, most of which involved setting light poles and fixtures.
The delay in installing the new light poles was caused when King Luminaire, the manufacturer of the light fixtures, recalled every one of the Type A fixtures. These are the 44 “lantern like” light fixtures that were mounted on the short poles.

Construction on the new retaining wall and parking lot exit driveway at the Village Hall is complete.
Phase II Construction Underway
Phase II of the Highway 67 reconstruction project commenced August 21, 2006. The Phase II construction area is from just north of the intersection of Highway 67 and Fontana Boulevard southward down Highway 67 to the intersection of South Main Street.

Phase I Construction Commenced May 15, 2006
Major construction work commenced Monday morning, May 15, 2006 on Phase I of the $4.323 million State Highway 67 project and was completed by Monday, July 17, 2006 when the new road was opened to through traffic. Construction work was scheduled to be completed in two major phases, with one period running from May 1 to July 17, 2006, and the second from August 21 to November 3, 2006.
Although the construction contract between the State of Wisconsin Department of Transportation and Mann Brothers was executed the first week of May and road signage and blockades were placed, rainy weather prevented any major work from being started until May 15.

The project plans (Construction Plans) call reconstructing the current Highway 67 from a road that is rural in nature (with no curbs, gutters or medians) and bringing it up to the standards of a modern state highway. As well as resurfacing the road, the project will include the installation of medians, curb and gutter, a storm sewer and bicycle and pedestrian paths. The medians will be landscaped and Highway 67 will be realigned at its current intersections with Village streets.

Although local traffic is being allowed on Highway 67, motorists are urged to use alternate routes and, if not possible, to drive with extreme caution through the construction zone.
Phase I
Phase I was scheduled to be completed by June 30, 2006. Phase I will include the resurfacing of Highway 67 from Fontana Boulevard north to Dade Road. Local detour signs stating that the road will be open to only local traffic will be placed at the intersection of Stearns/Willow Roads and Highway 67 and at Fontana Boulevard and Highway 67. The detour signs for through-traffic on Highway 67 will be placed by the State DOT on Highway 67 at Highway 50, north of Williams Bay, and at the intersection of Highways 67 and 14 in the Village of Walworth. The posted detour route for through-traffic headed south on Highway 67 from Elkhorn will be west on Highway 50 to Interstate 43 South, to Highway 14 East to the Village of Walworth, where Highway 14 intersects with Highway 67. The posted detour route for through-traffic headed north on Highway 67 from the state line will be west on Highway 14 from the Village of Walworth to Interstate 43 North, to Highway 50 East and back to Highway 67 where it intersects with Highway 50 on the north side of the Village of Williams Bay. Motorists with local destinations can turn east on Stearns Road and use North Lakeshore Drive to enter the Village from the north. And motorists with local destinations can turn east on Fontana Boulevard to enter the Village from the south. Local motorists who are traveling to the Duck Pond Recreation Area or to the Department of Public Works garage site and compost areas, will be able to use Highway 67 during construction; there always will be at least one lane open for local traffic and emergency vehicles.
After the construction has been completed for Phase I, the roadway will be resurfaced and opened for all traffic until Aug. 21, 2006.
Phase II
Phase II of the project was scheduled to force the closure of the southern portion of Highway 67 from Fontana Boulevard to the south side of Dewey Avenue to through-traffic from August 21, 2006 until November 3, 2006. Motorists can cross Highway 67 during Phase II of the construction at Third Avenue or at Kinzie Avenue and use Mill Street and South Main to travel north and south on the west side of Highway 67, and use Douglas, High or Reid streets to travel north and south on the east side of Highway 67. Signs will be posted on Highway 67 at South Main Street, Third Avenue and Kinzie Avenue to direct local traffic during Phase II of the project. 
Several miles of other local roads will be resurfaced throughout the summer in conjunction with the Highway 67 project. The plans call for Highway 67 to remain open for local traffic throughout construction; however, the road will be in very rough shape during certain stages of the project. When the project requires the closure of the intersection of Highway 67 and County Highway F,the lane closure will be posted on the Village website. Motorists will be able to use North Lakeshore Drive, and Willow Bend/Stearns Road to enter the village when the intersection is closed at Highway 67 and County Highway F. Emergency vehicles always will be able to get through the construction zone throughout the project, and motorists will be allowed to drive vehicles through the construction zones to local destinations. Any way-finding or business signage along Highway 67 has to meet DOT safety regulations and must be approved by the Village of Fontana Building and Zoning Department. The Village is planning to erect one large sign in the construction zone.
If the construction will force the shutting off of utility services, local business owners and contractors will be provided with a 24-hour advanced notification. During the installation of the new curb and gutter, some driveways from Highway 67 will have to be closed for short periods of time. As curb and gutter work is scheduled, the individual business owners will be contacted with the dates that vehicles will not be able to use the driveways off Highway 67.

Project Update
County Completes Highway F Rehabilitation Project
County Trunk Highway F from State Highway 67 to Holig Lane was under construction from approximately May 22, 2006 through June 22, 2006.
The rehabilitation project included milling the roadway, constructing a new base and putting down a new surface lay
The road is now open to through traffic.
