Policy For Leaf and Brush Removal

WHEREAS, The Village Board for the Village of Fontana-on-Geneva Lake desires to improve the overall appearance of the Village by controlling and regulating the method by which yard waste is handled and disposed of; and
WHEREAS, the Village Board for the Village of Fontana-on-Geneva Lake desires to establish a policy for the removal of yard waste which will increase the efficiency of Village mainteance crews, while minimizing the adverse impace of these policies on propery owners within the Village.
NOW, THEREFORE, the Village Board of the Village of Fontana-on-Geneva Lake do resolve as follows:
1. Disposal of Yard Waste. The Village will no longer pick up bagged yard waste. Instead, property owners shall be responsible for the removal of yard waste to designated Village of Fontana-on-Geneva Lake recycling areas at the Village garage located near the Duck Pond Recreation Area. The designated Village recycling area at the Village garage shall be marked for brush disposal or grass trimmings and leaves disposal. Yard waste of a larger size (such as stumps, tree trunks, and root balls) shall be taken by the property owner to a desingated yard waste dump area behind teh Village garage in the Duck Pond Recreatation Area. THe Village shall establish hours of operation for the yard waste disposal sites. Yard waste may not be burned by property owners, per Village Ordinance. Yard waste taken by property owners to the Village yard waste disposal site must be removed from any and all containers, including plastic bags and boxes.
The Village shall encourage property owners not to dump any non-recycable materials such as shingles, used building materials, bricks, concrete pieces, etc., in any area designated for the receipt of Village yard waste.
2. Curb-Side Chipping Services. The Village shall continue to provide curb-side chipping services pursuant to the terms and conditions set forth in this resolution. No tree material larger than six inches in diameter will be accepted for chipping. All materials to be chipped must be stacked with the butt-ends facing the street. This service shall be provided at the cost of $2.50 per minutes, except that the first fifteen minutes of curb-side chipped per calendar month shall be provided at no charge to the property owner. Property owners must contact the Village Hall to schedule chipping services. Billing for this service shall be included with the quarterly sewer and water statement from the Village.
3. Leaf Vacuum Service. The Village shall continue to provide spring (March, April and May) and fall (September, October and through the last Friday in November) leaf vacuum service at no charge to property owners. Property owners must deposit leaves no farther than five feet from their front street, but not on the pavement itself. Any leaves not picked up because they are outside the five foot area should be raked by the property owner closer to the street for pick-up at the next opportunity. Leaves may not be burned by property owners, per Village Ordinance.
4. Christmas Tree Removal. The Village shall continue to pick up Christmas trees between December 26 and January 15 of the following year. Christmas trees should be placed by the property owner at curbside. This policy shall extend to Christmas wreathes also.
5. Contractor Services. All contractor services (tree trimming or removal, lawn mowing, etc. shall be responsible for removing all cut debris and yard waste generated as a part of their service.
