Village Holding Off on Rewriting Proposal, Moratorium

The Village of Fontana Plan Commission and Board of Trustees held a public hearing July 6, 2010 and then voted to hold off until the 2011 budget planning to determine if Chapters 17 and 18 of the Municipal Code will be rewritten for an estimated $80,000 to $90,000. The Village of Fontana Board of Trustees approved motions at its regular monthly meeting Monday, June 7, 2010 to renew the Village's liquor and operator's licenses and to authorize two Plan Commission recommendations.

The Village Board approved a Building, Site and Operational Plan amendment filed by the Abbey Harbor Condominium Association to reinstall its gas tank in its initial location and a zoning code amendment that prohibits the construction of new boat houses. Village Board Approves Refinancing Resolution, Ordinance Amendment

The Village of Fontana Board of Trustees approved a Resolution authorizing a $3,035,000 refinancing plan that will save the Village about $128,000 during the borrowing period, and approved an ordinance amendment at its regular monthly meeting Monday, March 1, 2010.

The Board also heard from Charter Communications Director of Government Relations Tim Vowell, who discussed the cable company's ongoing negotiations to renew its contract with WBBM, the Chicago CBS channel. Minutes

Village Board Adopts Annual Budget, Tax Rate

 

Following a public hearing Monday, November 16, 2009, the Village of Fontana Board of Trustees approved two resolutions and one ordinance adopting the 2010 budget and setting the annual tax levy and mill rate.

The Village Board also approved at the special meeting a resolution authorizing the issuance and sale of up to $2,026,941 Taxable Sewerage System Revenue Bonds, Series 2009, and providing for other details and covenants with respect thereto for the F/W WPPC Wastewater Treatment Facility plant improvement construction project. Village Board Approves Tree Enhancement Program

The Village of Fontana Board of Trustees approved a motion at its monthly meeting Monday, November 2, 2009 to establish a Tree Enhancement Program on recommendation of the Park Commission. Village Board Approves Tree Ordinance Amendments

Master Plan Community Workshop Held at St. Benedict Parish Hall

The Village of Fontana hosted about 60 residents at a Vision Workshop on Saturday, June 6, 2009 to obtain public input regarding the Village’s comprehensive planning process. The Village recently began the planning process that will lead to the development of an updated comprehensive plan; a document that is intended to guide the growth, development, and preservation in the Village over the next 20 years. Summary of Findings

The Vision Workshop was held in the Parish Hall at St. Benedict Catholic Church, 137 Dewey Avenue, Fontana.

The primary goal of the workshop was to provide an opportunity for residents to express their vision for Fontana’s future. Participants were asked to express their ideas on how the community should grow over the next 20 years and what issues need to be addressed in the planning process — including housing, economic development, transportation, and parks and open spaces. Vandewalle & Associates, a consulting firm based in Madison, is working with the Village to update the comprehensive plan.

There will be a number of other important opportunities throughout the year for the public to provide input into this process. This includes joint Village Board and Plan Commission meetings devoted to discussion and development of the comprehensive plan and an open house to review the draft comprehensive plan in fall 2009. The plan adoption process, scheduled for early winter 2009, will also include public hearings before the Plan Commission and Village Board.

The Village scheduled five meetings and a public hearing to update the Comprehensive Master Plan with Village Planner Mike Slavney.

The first meeting was held Monday, March 2, 2009 at which preliminary Vision Worksheets were distributed. The culminating public hearing is scheduled for Monday, November 2, 2009. Meeting Schedule

Village Board Approves Five Ordinances, Three Resolutions

The Village of Fontana Board of Trustees voted at its monthly meeting Monday, April 6, 2009 to approve five ordinances and three resolutions regarding wind energy development and truancy regulations, a petition to amend the ETZ Zoning Ordinance, erosion control regulations, an amendment to the Village’s financial control policy, and the Village payroll, commercial launch rate and leaf and brush collection resolutions.

Village Board Appoints Trustee Petersen Interim Village President

The Village of Fontana Board of Trustees appointed Trustee Arvid Petersen interim village president to complete the term of the Late Ronald E. Pollitt at the monthly meeting held Monday, March 2, 2009.

The Village Board also approved appointments to fill positions that Pollitt had on Village committees and commissions, approved an ordinance amendment that allows for beer and wine consumption permits at the Duck Pond Recreation Area Pavilion, and approved the permits for the second annual Pig in the Park fund-raising event scheduled for Saturday, September 5, 2009 in Reid Park. Village Board Approves CDA Director’s Resignation

The resignation of Joseph McHugh as the Executive Director of Community Development Authority and a Pay Request for the beach fence replacement project contract were approved by the Village of Fontana Board of Trustees at a special meeting held Monday, January 19, 2009.

McHugh resigned effective January 23, 2009 in order to take a new job as the executive director of the Geneva Lake Conservancy. Minutes


Village Board Approves New Voting Ward, Treasurer Resignation

The Village of Fontana Board of Trustees adopted an ordinance to create a fifth voting ward and approved a resolution to amend the Village bank account authorizations to accommodate the resignation of Treasurer Peg Pollitt at the monthly meeting held Monday, January 5, 2009.

The fifth voting ward was necessary to finalize the annexation of the Linn Township property owned by Norma Finley Jann and Irwing G. Jann, W4818 South Lakeshore Drive. The property is located in a different Walworth County Supervisory District than the rest of the Village.

The Village Board accepted Peg Pollitt’s resignation and appointed Administrator Kelly E. Hayden-Staggs the interim village treasurer. Peg Pollitt resigned her position to take a new job as the comptroller in the City of Lake Geneva. Minutes
